The enrollment quotas of primary school students was 80% in 1996, and every primary school graduate is admitted to the middle school without any examination in 1997. (C) Situation of Teachers Construction At present, the qualification ratio of teachers in primary school, primary middle school and high school respectively reaches to 92.3%, 81.5% and 75.2%; The teachers younger than 35 accounts for 56%. And every year, there are a number of excellent civilian-run school teachers who can be switched to the state school teachers in accordance to the certain index. Those retired teachers who have a long teaching experience over 30 years can get their whole-sum salary and be granted with honor certificate. And every teacher can get their whole salary on time. (D) Situation of Nationality Education The students of minority nationality accounts for 86.3% of the whole. In 1981, the first minority nationality high primary school was set up and in 1984 was promoted as middle school. Now it has six primary middle classes with 300 students. Besides, in 1984, the nationality department was added in the 1st County Middle School and now consists of three classes as nationality, senior and junior class. In 1984, 24 nationality high primary educational spots with the system of semi-boarding were set up in the poor mountainous area of 18 prefectures and towns. And now, they are increased to 51 points with 2,600 students in enrollment. (E) Situation of Child and Adult Education Now, there are 3.200 children in the kindergarten. In the rural areas, about 50% of children are accepted in the pre-school study for one year and about 60% of disabled children are also admitted to study with others. Then, it comes to the adult education. Since our county began to organize the adult self-education examination in 1984, there have been 6,562 persons to join in the examination. And now 288 persons have got the diplomas from universities or colleges, and 69 persons from technical secondary schools. In 1993, County Agricultural TV and Radio University was set up. In the whole county, now there are 24 technical schools and 123 educational spots for the adults. And every year about 60,000 person- times take part in the practical technical skill study. In the last three years 2,378 persons have been wiped out from illiteracy group and now the literate ratio is about 96.3%. (F) General Situation of Vocation and Technical Education Since 1984, our county has set up two vocation high schools and trained 1,345 persons to grasp the certain technique. In 1996, there were 10 classes of 400 students in the vocation high schools. Many prefectures and towns have set up 61 classes as "3+1" and trained 2,250 person- times of the middle school graduates and demobilized servicemen relying on the local Party Schools or Middle Schools. In the ordinary middle school, it is also carried out to take full advantage of labor class or technical class to train students with certain vocation technique. (G) Situation of Running Schools according to the Law At the beginning of every year, it is to mobilize the children of school age to enroll. And for those students who can not enroll on time or need suspension, the people's governments of every prefecture or town handle the legal formality of school probation, school suspension in accordance with the law. And it is carried out to resume the supervision system, to strength the management of student status, to strictly control the number of detained students and to forbid directly or indirectly expulse the students from schools when they are still in the stage of obligatory education. Furthermore, it is also to organize teachers to study "Three Rules and One Essential" for examination. (H) Brief Introduction to "Two Basic" Work August 27, 1997, the meeting of county education attended by three-level cadres was held, mainly discussing the problem to realize the goal of "two basic" in 1998. The governments of county and prefecture both sign the obligation document on "two basic" goals as the key standard to examine political achievements of the cadres and the important content of the goal and obligation system in tenure of the leaders and other cadres. In 1998, the Province People's Government will evaluate and check our "two basic" work. (I) Situation of Restoring the Campus The strong earthquake of "2.3" in 1996 threw damage to 520 schools of whole county to different degrees, and brought the direct economic loss of 12,500,000 RMB Yuan. At present, the job of restoring campus has achieved a lot. By the end of June, the total construction area of the schools all over the county had reached to 184,393 m2. It is planned to rebuild 94 projects of 123,825 m2, repair 170 projects of 146,518 m2, and now it has finished all reparation and rebuilding of 78,685 m2 at cost of investment 76,520,000 RMB Yuan. |
